(1) A person who has obtained a registration set forth in Article 107 (hereinafter referred to as a "measurement certification business operator") shall prepare business rules stating matters specified by the Ordinance of the Ministry of Economy, Trade and Industry with regard to the method of implementation of the business pertaining to the registration, and submit the same to the prefectural governor after the registration without delay. The same shall apply to any change thereof.
(v) when, in a dispute concerning a public welfare undertaking or in a dispute of a large scope or involving work of a special nature and therefore seriously affecting the public welfare, a request for mediation has been made by the Minister of Health, Labor and Welfare (or, as regards mariners covered by the Mariners Act, by the Minister of Land, Infrastructure and Transport; hereinafter the same shall apply) or by the prefectural governor to the Labor Relations Commission.
(1) Items listed below that are designated by the Minister of Agriculture, Forestry and Fisheries (hereinafter referred to as "designated quarantine items") may not be imported unless they are accompanied by a certificate of quarantine inspection, or a copy thereof, issued by a government authority in the exporting country and stating that it is confirmed or believed that, as a result of quarantine inspection conducted thereby, said items are not likely to spread pathogens of a monitored infectious disease.
(1) Where the competent ministry finds it necessary for enforcing this Act, he/she may require a seller, a Service Provider, a Supervisor, a solicitor, a general multilevel marketing distributor, or a person conducting Business Opportunity Related Sales (hereinafter referred to as the "Seller, etc." in this article) to make a report, or have government officials enter the store or other place of business of the Seller, etc. and inspect books, documents, or other articles.
(2) Where the competent minister finds it specially necessary for enforcing this Act, he/she may require a person selling the Related Goods or any other person who is specified by a Cabinet Order as a person closely related with a Seller, etc. (hereinafter referred to as a "Closely Related Person" in this paragraph) to make a report, or have government officials enter the store or other place of business of the Closely Related Person and inspect books, documents, or other articles.
Clarifying the Basic Principles of the measures for Crime Victims and indicating its direction, we here establish this Act to promote the measures for Crime Victims comprehensively and systematically, with cooperation between the State, Local governments, and other related organizations and private entities.
(2) The matters specified by an Ordinance of the Ministry of Health, Labour and Welfare as provided by Article 30, paragraph 2, item 5 of the Act shall be the type and content of the businesses if other businesses are operated, and, if an agent organization is to be utilized for the job offering or job applications filed in any area other than the area governed by the Act (hereinafter referred to as "Agent Organization"), then the name, address and the content of the businesses of such Agent Organization.
(a) Specified measuring instruments bearing the verification mark set forth in Article 72, paragraph 1 certifying the passage of a verification test executed by the Minister of Economy, Trade and Industry, or the prefectural governor, or Japan Electric Meters Inspection Corporation, or a person designated by the Minister of Economy, Trade and Industry (hereinafter referred to as a "designated verification body").
(4) Medical treatment and education benefits pertaining to the medical care set forth in paragraph (2) shall be entrusted to, and provided by, a hospital designated by the Minister of Health, Labor and Welfare or the prefectural governor pursuant to the provision of the following paragraph (hereinafter referred to as a "Designated Treatment and Education Institution").

(1) A person obtaining the registration of establishment of a trademark right shall pay as a registration fee for each trademark registration the amount of 66,000 yen multiplied by the number of classes (referring to classes of goods and services provided by Cabinet Order provided for in Article 6(2), to which the designated goods or designated services belong; the same shall apply hereinafter).
(4) The securities specified by Cabinet Order as prescribed in Article 21, paragraph 3, item 3 of the Act shall be corporate bonds issued by juridical persons established based on foreign laws and regulations, public bonds issued by foreign governments and local governments, and bonds issued by foreign governmental institutions and international organizations or other securities specified by the Minister of Finance (hereinafter referred to as the "Foreign Public or Corporate Bonds, etc." in this article).
In taking measure for forest and forestry, the national and local governments shall aim at providing support to the voluntary efforts of the people engaged in forestry, organizations relevant to forest and forestry, operators of wood industry and others engaged in the distribution and processing of the forest products (hereinafter referred to as "wood industry").
(3) For ballot, each elector shall go to the polling place and write the name of one candidate person (or the name of one candidate juridical person; the same shall apply hereinafter) on a voting slip by himself/herself; provided that in the case of a juridical person, the person designated by the juridical person shall do, and the necessary matters in this case shall be prescribed in a Cabinet Order.
(11) The term "specified container users" as used in this Act shall mean business operators that use specified containers for goods they sell in their business (limited to profit-making business specified by the ordinance of the competent ministry; the same shall apply hereinafter), excluding those listed in the following.
Hereafter the most important issue for the government information organizations in each of Japan's administrative districts is to put preparations in place to make this fulfillment possible.
Any employee of a store the purpose of which is the sale, etc. (hereinafter in this Article referring to sale, lease or any other act similar to the foregoing) of goods shall be deemed to have authority to conduct the sale, etc. of the goods located in such store, provided, however, that this shall not apply to the cases where his/her counterparty acts with knowledge of his/her actual authority.
The Agency may request each person who has been certified pursuant to the provision of Paragraph 1, Article 4 or Paragraph 1, Article 22 (hereinafter merely referred to as "certification," excluding the next article), or who has been paid the relief benefits or is going to be paid it, to report or submit a document or any other property when it finds it necessary for enforcing the provisions of this chapter.
A business operator who has obtained approval as set forth in paragraph (3) of the preceding Article (hereinafter referred to an "approved business operator establishing new business facilities") shall, when he/she intends to change the plan for establishing new business facilities pertaining to said approval, obtain approval from the prefectural governor who has granted the original approval.
A business operator who has obtained approval as set forth in paragraph (3) of the preceding Article (hereinafter referred to an "approved business operator making a business innovation") shall, when he/she intends to change the plan for making a business innovation pertaining to said approval, obtain the approval from the prefectural governor who has granted the original approval.
The Maritime Self-Defense Force personnel referred to in the preceding Article (hereinafter referred to as "taking ship supervisor") shall, when he/she goes on board the cruising ship, notify its master of ship, etc. that the master of ship, etc. may file a complaint regarding the contents of the order under the provision of Article 28, paragraph (1) and the procedures of cruising by submitting a document stating the reason for the complaint to the Commanding officer, etc.
(1) Export of certain kinds of goods to certain regions specified by a Cabinet Order under Article 48, paragraph 1 of the Foreign Exchange and Foreign Trade Act (hereinafter referred to as the "Act") shall be the export of the goods listed in the middle column of appended table 1 to the regions listed in the lower column of the same table.
(1) In order to singly or jointly pursue adequate protective care for an Aid-requiring Child, a local government shall endeavor to set up a regional council of countermeasures for Children Requiring Aid (hereinafter referred to as a "Council") consisting of relevant bodies, relevant organizations and persons engaged in the duties relevant to welfare of children, and other relevant persons (hereinafter referred to as "Relevant Bodies, etc.").
(1) In the event the Development Bank of Japan, Okinawa Development Finance Corporation, or the Corporation (hereinafter referred to as "Development Bank of Japan") lends the funds necessary for the establishment of oil storage facilities and other facilities required for the buildup of oil stockpiles, the government may provide the Development Bank of Japan, with interest subsidies for such loans within the limits of its budget.
(1) A prefectural governor, mayor of a city establishing health centers, or head of a special ward (hereinafter referred to as "prefectural governor, etc.") shall submit prefectural plans for the monitoring of and guidance on food sanitation for each fiscal year to the Minister of Health, Labour and Welfare prior to the start of the fiscal year.
(1) Every fiscal year, a prefectural governor, mayor of a city establishing health centers, or head of a special ward (hereinafter referred to as a "prefectural governor, etc.") shall establish plans concerning the following fiscal year's monitoring and guidance to be implemented by said prefecture, etc. (hereinafter referred to as "prefectural plans for the monitoring of and guidance on food sanitation"), based on the guidelines.
(2) With regard to goods under the flame retardancy requirement or materials thereof which are flame retardant as set forth in the preceding paragraph (hereinafter referred to as "flame retardant goods"), a label stating that the respective goods are flame retardant as set forth in said paragraph may be affixed to the goods, as provided for by Ordinance of the Ministry of Internal Affairs and Communications.
(vi) From among prefectural fishing effort limits as set forth in the preceding item, matters concerning such limits categorized by the mode of gathering or catching (limited to modes of gathering or catching subject to control based on the prefectural fishing effort) for Class II designated living marine resources (hereinafter referred to as "fishing effort control by the governor for Class II designated living marine resources").
The transactions or acts recognized or permitted pursuant to the provision of Article 17 or 26 of the Foreign Exchange Control Order (Cabinet Order No.203 of 1950, hereinafter referred to as "Old Control Order" in the next paragraph) prior to its repeal by the Foreign Exchange Control Order (Cabinet Order No.260 of 1980, hereinafter referred to as "New Control Order") shall be governed by the provision of Article 3, paragraph (1) of the Supplementary Provisions of New Control Order.
When a ship that is ordered to stop pursuant to the provision of paragraph (1) or (2) of the preceding Article comes to a stop, the Commanding officer, etc. shall have an ensign or higher-ranked personnel of the Maritime Self-Defense Force go on board the said ship and carry out inspection pursuant to the provisions of Articles 20 through 22 (hereinafter referred to as "on-board inspection").
The Commanding officer, etc. shall, when he/she has given an order pursuant to the provision of Article 28, paragraph (1), have an ensign or higher-ranked personnel of Maritime Self-Defense Force go on board the ship for which the said order has been given (hereinafter referred to as "taking ship") in order to have the said official provide necessary supervision to secure fulfillment of the said order.
(1) When vessels loaded with explosives or other dangerous goods (excluding those goods provided for such vessels: the same applies hereafter) intend to enter the Specified Port, they shall be directed by the Captain of the port outside the boundary of the port.
The purpose of this Act is to provide for the standards for the organization of the administrative organs under the control and jurisdiction of the Cabinet other than the Cabinet Office (hereinafter referred to as the "Administrative Organ(s) of the State"), thereby arranging the organization of national government which is necessary for the efficient performance of the administrative matters of the State.
Any person who intends to receive a verification test set forth in Article 16 paragraph 1 item 2-b) (hereinafter referred to simply as a "verification test") as to a specified measuring instrument shall submit an application to the Minister of Economy, Trade and Industry, the prefectural governor, Japan Electric Meters Inspection Corporation, or a designated verification body in accordance with the classification specified by Cabinet Order.
Goods under the flame retardancy requirement to be used in a high-rise building or an underground mall or a theater, cabaret, hotel, hospital or any other property under fire prevention measures specified by Cabinet Order (meaning stage curtains and other curtains, plywood for display and other similar goods specified by Cabinet Order; the same shall apply hereinafter) shall be flame retardant to a level which satisfies or exceeds the standards specified by Cabinet Order.
(4) The provisions of this Act shall apply to all positions belonging to the regular service (hereinafter referred to as "government positions," and those holding such positions will be hereinafter referred to as "officials"). The National Personnel Authority shall have the authority to decide whether a certain position belongs to the service of the national public servants, and whether it belongs to the regular service or the special service as provided for in this Article.
5. Of the total asset value of trust property, the value of securities, etc. (except national government bonds, government guaranteed bonds, specific call loans, and qualified securities, etc.; hereinafter the same shall apply in this item), that is the basis of the calculation of the said total net assets value, shall account for 5 percent or less.
(iii) Article 45 (Exclusion from Necessary Expenses of Expenses Relating to House Keeping, etc.) of the Act: The taxes or delinquent charges or penalties imposed by local governments prescribed in paragraph (1)(ii) to (v) of the said Article (hereinafter referred to as "income tax, etc." in this item) shall include equivalents with income tax, etc. that are imposed by foreign states or local governments thereof.
The Government shall establish a basic plan concerning the Measures for Crime Victims (hereinafter referred to as the "Basic Plan for Crime Victims"), in order to promote the Measures for Crime Victims comprehensively and systematically.
(1) The government shall formulate a basic plan on energy supply and demand (hereinafter referred to as the "Basic Energy Plan") in order to promote measures on energy supply and demand on a long-term, comprehensive and systematic basis.

(1) The government shall formulate a basic plan on the promotion of core manufacturing technology (hereinafter referred to as the "basic plan on core manufacturing technology" in this Article) in order to drive forward measures on the promotion of core manufacturing technology in a comprehensive and organized manner.
