事業者は、造林、伐木、造材、木寄せ又は修羅による集材若しくは運材の作業（以下この節において「造林等の作業」という。）を行なつている場所の下方で、伐倒木、玉切材、枯損木等の木材が転落し、又はすべることによる危険を生ずるおそれのあるところには、労働者を立ち入らせてはならない。
